Property Taxes
Property taxes provide the funding necessary to deliver important municipal services and infrastructure throughout the Municipality of Deloraine-Winchester. Taxes collected help support services such as roads, drainage, fire protection, recreation facilities, parks, administration, and other municipal operations. A portion of your property tax bill also includes school taxes, which are collected by the Municipality on behalf of the applicable school division as required by provincial legislation.
Understanding Your Property Tax Bill
The amount of property tax you pay is based primarily on:
- The assessed value of your property, as determined by the Province of Manitoba Assessment Services Branch.
- Municipal and school tax rates, which are established annually through the municipal budgeting process and school division requisitions.
Your annual tax statement generally includes:
- Municipal Taxes
- School Taxes
- Special Service Levies (where applicable)
- Local Improvement or Frontage Levies (where applicable)
- Outstanding Arrears or Credits
Property Tax Statements
Property tax statements are mailed annually to property owners. It is the responsibility of the property owner to ensure that the Municipality has their current mailing address.
Please note that failure to receive a tax statement does not exempt a property owner from the responsibility to pay taxes by the due date or from any applicable penalties.
Tax Due Date
Property taxes are due on: Friday, October 30th, 2026 @ 4:30 pm
Payments received after the due date will be subject to penalties in accordance with the Municipality's Tax Levy By-law.
Penalties
A penalty of 1.25% per month will be applied to all unpaid taxes beginning after the due date and continuing on outstanding balances until paid in full.
Properties with long-standing tax arrears may become subject to tax sale proceedings in accordance with provincial legislation.
Payment Options
Property taxes may be paid by:
- Cash, debit, or cheque at the Municipal Office
- Online banking through participating financial institutions
- E-transfers can be sent to admin@delowin.ca.
- Municipal drop box (cheque payments only)
Please allow sufficient time for mailed or electronic payments to be received by the Municipality before the due date.
