Burning

Residents and ratepayers are asked to use extra care and caution about burning during drier periods in the Municipality of Deloraine-Winchester.  Please note, that controlled burn permits are required for all structures (year round).  Burn Permit Application

BY-LAW N0 18-001 - Extract

By-Law to provide for the regulation and control of animals within the limits of the Municipality of Deloraine-Winchester

 Animals not to run at large

5 (1) ……in accordance with The Local Government District Act, no owner or person in charge of an animal shall allow it to run at large

 Licensing of Dogs

5 (1) The owner of every dog over the age of six months shall obtain and renew annually, a license to keep the dog, which license shall require the payment of the annual fee. The owner shall ensure that the license tag issued for the dog is securely fastened to a collar worn around the neck of the dog in respect of which the tag was issued. Any failure to obtain or keep current the required license or to ensure that the license tag issued for the dog is securely fastened to the dog’s or cat’s collar shall constitute an offence under this By-law.

 Responsibility of owners

7 (1) No owners shall:

  1. Permit his animal to run at large. When an animal is found running at large, its owner shall be deemed to have failed or refused to comply with this subsection.
  2. Permit his animal to bark or howl or in any other way unduly disturb the quiet of any person or persons anywhere in the Municipality
  3. Permit his animal to defecate on any public or private property other that the property of its owner. Where an animal defecates on property other than the property of its owner, the owner shall cause such excrement to be removed forthwith

 Maximum number of dogs or cats

10 (1) No person shall own, harbour, keep or have in his possession or control or on his premises, more than three (3) dogs over the age of four (4) months, regardless of the number of people who may be inhabiting the premises

10 (2) No person shall own, harbour, keep or have in his possession or control or on his premises, more than three (3) cats over the age of four (4) months, regardless of the number of people who may be inhabiting the premises

10 (3) No person shall own, harbour, keep or have in his possession or control or on his premises, more than a total of three (3) animals over the age of four (4) months, regardless of the number of people who may be inhabiting the premises. This may be composed of 2 dogs and one cat or 2 cats and 1 dog, but in no case 3 or more without holding a kennel licence.

 Apprehension by Resident

17 Any resident of the Municipality may apprehend and confine an animal which is running at large on his property, if he shall immediately thereafter inform the animal control officer, poundkeeper or the Clerk of the Municipality of the apprehension and confinement, and the animal control officer shall as soon as practical, attend upon the resident to take possession of and impound the animal

 Interference with enforcement

16 (2) It shall be an offence under this By-law for a person to interfere or obstruct any attempt by the animal control officer, poundkeeper or the council from carrying out its duties and obligations

Policy sets out that discrepancies in your utility billing will be handled by re-reading your meter at the request of the homeowner at no charge to determine it’s accuracy/or consumption.  If there is a problem detected and is the responsibility of the Municipality, it will be rectified as soon as possible.  If there is no problem with the device, and a Public Works employee is requested to return to the home in question to assist to determine the problem, there will be a minimum fee of $50.00 plus an additional $20.00 per hour per person assessed, if it can be determined that it is the utility user’s responsibility as established under the PUB Order No. 28-09.

IMPORTANT TAX PAYMENT INFORMATION

Taxes are due and payable in Canadian funds on or before October 31, 2023 .  There is a $10 fee for reprinting tax receipts or notices. The Municipality of Deloraine-Winchester tax year runs from January 1st to December 31st each year. The Municipality accepts post-dated cheques and encourages you to mail or drop off your payments in advance to ensure they are received and processed on time. If you wish to make monthly payments, please contact the office directly. If making a payment through online banking please allow 3 - 4 business days for the payment to reach our office by the due date.

PENALTIES on arrears are calculated to May 15, 2023 at a rate of  1.25% per month on past due balances.  Past due notices will not be sent out if taxes are not paid in full by the due date.  If you have arrears on your tax notice, contact the Municipal Office for an up to date balance before sending payment.

 DISCOUNTS are allowed with prepaid taxes to June 30, 2023 at a rate of 1.75% 

PROPERTY ASSESSMENT

Board of Revision:

The Municipal Assessment Act requires municipalities to establish Boards of Revision each year to hear and decide upon applications for revision of the assessment roll.

Development Permits

A $50.00 fee will be applied to building permits which are required for any renovations, removals, building or demolition of any structure or accessory buildings in excess of $2,500. New construction applications will be forwarded to the building inspector for additional fees. A fully dimensioned scaled site plan showing proposed principal and accessory building setbacks to all property lines prepared by a Manitoba Land Surveyor shall be required for all new construction and/or additions to existing buildings in residential areas (both urban and rural). Check with the Municipal Office to discuss your needs and to determine if it meets zoning criteria. Please avoid disappointment and have all permits in order in plenty of time.
